DD is also set to create a connection between IT and engineering departments at universities in both the US and Montenegro that would go a long way towards solidifying both startup ecosystem development and broader US-Montenegro bilateral goals.

Finally, DD will meet US-based incubators and accelerators in the three partner cities, creating connections that will both improve DD’s instruction to Western Balkan startups and create opportunities for these same startups to be mentored in the United States. Given that US accelerators have unparalleled access to venture capitals and angel networks, these relationships will prove crucial to the growth of the program.

By sponging up the knowledge, solutions and market expertise gleaned, DD will create a sort of Balkan Silicon Valley in Montenegro in the years to come. DD will enable startups in the initial or advanced stage of development to quickly scale and allow visible growth. Goal is to meet venture capitalists, innovation sector leaders, and university officials to pitch DD members solutions. Startups will be introduced on the ground to a myriad of U.S. science and tech innovators and businesses in Phoenix, Denver, Portland, ME and New York who will support the MTSB's growth, deepening tech connections between the U.S. and Montenegro.

Since the introduction of the term startup in the Montenegrin economy, from the initial timid steps until 2020, the way in which communication is done and hype is created has changed significantly. Namely, after two successful pre-accelerator programs that were developed by the creators of DD (“Boost me up!” and “ETF startup challenge”) - awareness of the possibilities for emerging innovative businesses and the readiness of the state of Montenegro to support ideas has significantly developed. With partners like Niksic-based incubator Technopolis, DD established an inter-stakeholder dialogue. Problems still exist, of course, including poor connectivity to more developed ecosystems of the same kind abroad.

Therefore, DD is on a mission to improve the current situation by offering a full range of services for startups while monitoring systematically all these phases. Advancing management to full time control and monitoring of all phases of the development of the startup seems to be a step forward in the business relationship with the hitherto neglected part of the economy, at a time when a fertile atmosphere for growth and development has been created. In addition, DD has the capacity to make a step towards world markets: by validation on the crowdfunding platform, and by communicating with the VC ecosystem in the USA and Europe. In general, DD is an improvement in all fields because it uses all the advantages of knowing the economic structure and momentum related to the startup concept.

The goal is to use the capacities, harmonize goals and needs of all the startups in DD and build a stable system - a future factory of ideas and innovations that must ultimately be self-sustainable. Primary goal: to build, finance and logistically strengthen ideas and concepts from the very beginning when return of the investment is the most viable and follow them to prototypes and placements and validation on the world market.

The mission is to filter, through scouting, the best ideas or concepts that have a realistic scenario of realization of all phases to the prototype. Build an energetic and fruitful working atmosphere in which the product is taken care of in the same way as people, taking into account the so-called full circle strategy that accepts the idea and takes care of the planned entry point:

Concept; elaborated idea; alpha prototype; fully functional product or MVP or the need for investment in the advanced stage of prototype development (production ready). At the same time the business plan is made to bring profit to the company but also to act as a window of creativity and a mirror of coding/delivery excellence. The key is a go-to solution approach where startups are by nature a fast-growing companies so a fully rounded system is needed, which offers the partner / client a comprehensive solution in all segments. Digital hubs have been specifically seen as drivers of positive change in the startup system. The European Commission has determined that about 60% of large industries and more than 90% of SMEs (small and medium enterprises) feel lagging behind in digital innovation (“Technologies and systems for digitalization of industry,” 2019). In general, economic growth of the countries in which they are located thrives on their energy, grit and entrepreneurial spirit:

• Hubs attract diverse individuals with diverse skills and ideas
• Hubs localize the global entrepreneurial spirit and tendencies
